Dear Sir,

I have the honour to acknowledge the receipt of your letter of the 28th April, respecting a plan for making a Royal Road of the Marine Allotments at Kenghing.

I beg to inform you that as regards my own property, I have recently made a Contract for the building of a Sea-wall, which I am bound to fulfil; but being desirous to aid the Government as much as I can in the proposed improvements, I have instructed My Agent at Honghing to endeavour to cancel the contract by paying a forfeit to the builder, and in this I shall be happy to pay into the hands of Her Majesty's Government such a sum as would have cost me, in furtherance of the Construction of a Public Road, which I trust will be considered as much as can be expected from me, taking all things into consideration, such as the depreciation in the value of the property, deprivation of private enjoyment, and other conveniences.
